I agree with your perception of the "individual mandate" as a bad idea for her campaign. Set aside the whole warm and fuzzy "everyone should have health care" idea for a second and think about what the "individual mandate" is...
It's the government forcing you to buy something. That's not cool. People won't dig that.
Required liability auto insurance is a little different, IMO.
